We consider the effect of legal access to alcohol, which is known to increase drinking behavior, on academic performance. We first estimate the effect using an [regression discontinuity] RD design but argue that this approach is not well-suited to the research question in our setting. Our preferred approach instead exploits the longitudinal nature of the data, essentially identifying the effect by comparing a student's academic performance before and after turning 21. We find that students' grades fall below their expected levels upon being able to drink legally, but by less than previously documented. We also show that there are effects on women and that the effects are persistent. The main results are robust to the inclusion of individual fixed effects, individual trends, and individual quadratics, in addition to other controls, that account for the expected evolution of performance as students make progress towards their degrees.

There is a well established socioeconomic gradient in educational attainment, despite much effort in recent decades to address this inequality. This study evaluates a university access program that provides financial, academic and social support to low socioeconomic status (SES) students using a natural experiment which exploits the time variation in the expansion of the program across schools. The program has parallels with US affirmative action programs, although preferential treatment is based on SES rather than ethnicity. Evaluating the effectiveness of programs targeting disadvantaged students in Ireland is particularly salient given the high rate of return to education and the lack of intergenerational mobility in educational attainment. Overall, we identify positive treatment effects on first year exam performance, progression to second year and final year graduation rates, with the impact often stronger for higher ability students. We find similar patterns of results for students that entered through the regular system and the ‘affirmative action’ group i.e. the students that entered with lower high school grades. The program affects the performance of both male and female students, albeit in different ways. This study suggests that access programs can be an effective means of improving academic outcomes for socio-economically disadvantaged students.

This project established performance indicators to measure the participation and success of equity target groups within Sydney Institute of Technology. The equity groups are women, persons from non-English speaking backgrounds, Aboriginal and Torres Strait Islanders and persons with a disability. To inform the Institute of its' performance in relation to targets for each of these groups nine performance indicators were developed. These are: enrolment rate; representation in award streams; pathways; student contact hours; course completion rate; module completion rate; module load completion rate; attrition; and customer satisfaction. This report presents the results of a survey of student performance in the Victorian TAFE Off-Campus Network (VTOCN) during 1985 and 1986. The variables used to measure performance were assignment returns and final results. The report also looks at the relationship between these performance variables and age, sex, field of study, stream, duration of subject, and centre at which the student was enrolled. The research method used involved compiling data from existing sets of records held by Off-Campus Centres, colleges, and the TAFE Off-Campus Co-ordinating Authority (TOCCA). Information from these records was place into one dataset which could then be analysed as a whole. The survey results are presented in three sections: enrolment characteristics; final result; and assignment returns.

In Victoria the issuing of [technical and further education] TAFE awards is the responsibility of individual college providers, and this results in wide divergent approaches to assessment and reporting. This report is the result of a project to research the nature and quality of summative reporting of student performance, to provide information for the development of policy guidelines on student reporting. Methodology used included fact finding interviews with representatives from industry, colleges, the TAFE Board and curriculum units to identify issues and concerns; the issuing of a circular to TAFE colleges and other stakeholders soliciting submissions; in depth study of practice within the areas of apprenticeship work / study traineeships, Certificate of Technology courses and preparatory programs; developmental workshops to enable students, teachers and employers to work cooperatively in identifying their concerns and needs. In 2008, the 'Review of Australian Higher Education' recommended the move to a demand-driven model of higher education provision, with the aim of expanding participation and attainment within the Australian population. A phased introduction of uncapped places for bachelor level courses commenced in 2010, with full implementation following two years later. As has often been noted, it cannot be simply assumed that quality will keep pace with rapid expansion, though the two are not necessarily mutually exclusive. Concern regarding the potential impact of the demand driven system on quality has been noted by both sides of politics, underlining the need for close monitoring of student performance data under the new system.
This paper examines trends in domestic commencing bachelor student success and retention rates between 2005 and 2011, to identify any early signs of impact from the phasing in of demand driven funding. Analysis will need to continue over the next few years due to the lagged nature of the data.

This study compares the impact of timing of registration on the student learning outcomes of students taking courses at three rural community colleges in the southeastern U.S. during the school years 2001-2003. Findings from this study indicate that early registration has a positive influence on students' grades and course completion rates. Also contributing to differences in student outcomes were student race, Pell Grant status, gender, program of study, and age.

The topic of student-student mentoring has recently been growing in importance in post-school education. The concept (sometimes called ‘peer-tutoring’) involves using experienced students to support new students, particularly those most at risk of withdrawal because of their educational or socio-economic background. While there have been a number of mentoring schemes in both further education and higher education, there seem to have been few applications to students in Open and Distance Learning (ODL). The particular problems of ODL students such as isolation might make mentoring particularly appropriate and effective. This is a report of a small scale project to mentor new students entering the Open University on a particular course by using volunteer students who had recently completed that course. An evaluation of the project suggested that it was sufficiently successful both in its access and subsequent progress implications to be worth repeating on a more substantial scale.
